This mod can't overheat your GPU. If you run the game with settings that would overheat your GPU (like uncapped framerate at 4K ultra), then it would overheat even without this mod.
Well, the reason I asked, is because v15.21 has an option on the settings menu to cap the frame rate at either 30, 60, 90, 120, 144, 165 or 240, other than unlimited.
So I imagined that Capcom must've addressed whatever issues higher frame rates could cause, for that option to be in the game at all.
My monitor is 240Hz, so I chose the 240 option, but I honestly don't know how to identify this issue.

The mod description has a link to a longer writeup with test results. I don't know about 240 FPS specifically, but generally playing at a multiple of 60 is fine.
It literally can't break. The game is no longer being updated to begin with. Are you sure you have all required stuff in the description AND the latest version of the game?
I'm pretty sure that I have all required stuff and I have latest version of the game. I have "Stracker's loader"-, "Performance booster and Plugin extender"-, "Tic Rate Fix"- mod's and latest "Visual Studio C++, x86 and x64 bit version".
It crash the desktop before main menu, if I remove "Tic Rate Fix" mod it work's normal.
Edit: I tested if I remove "Questloader.dll" from "plugins folder" It load to main menu, but how that effect functionality? Edit: Second time I launch the game it not working anymore.
That's strange. I got the same outputs as you did (checked DEBUG of Stracker's Loader).
Did you try loading only Stracker's Loader, Performance Booster and Tic Rate Fix without any other mods? I mean, I assume you tested that already (and I don't think Tic Rate can clash with anything, really) but it's better to make sure. There's a chance another mod might be causing issues, but it's hard to tell what the cause is.
About Questloader.dll: It's required to load custom quests. You don't need it if you don't play custom quests, but it doesn't do anything by itself and shouldn't break anything.
If everything fails, go to the "Troubleshooting" section in this guide and perform a clean installation by following the explanation. Redownload the mods (get them fresh, don't use your current ones) you use starting with the essentials, and see if it's actually Tic Rate that's causing the issue.
Can this cause issues in MP? Wouldn't that cause the Game to run async if the others don't have the fix? Or is damage applied client-side and sent out to everyone?

Its not that capcom staff suck, its that they dont seem to care about the pc port... Every single bug seems like its being caused because they didnt take enough time to change the code from the console version so that it can work properly on the pc...
