What program do I use to edit these files? I feel like I tossed it through everything I have on my computer and nothing will open it properly. I was hoping to customize the hair color myself but I just dont know where to start
I'm using the Noesis plugin (https://residentevilmodding.boards.net/thread/12520/noesis-plugins-previewing-mesh-files) to convert the .tex.28 files to .dds the im using photoshop to modify the color (i think you need a plugin to read the .dds files) then i re-convert the .dds file to .tex.28
If you open the folder in the .rar, you will see two folder npc002_00 and npc102_00. The first folder is for Hinoa and the second one is for Minoto. Continue to open the folders, go to the .tex.28 file, this is the texture file of the hair. So if you copy the npc002_00_hair_ALBA.tex.28 from the Red hair ver., and paste it to the White hair ver., you will have Hinoa with Red hair and Minoto with White hair.

Drop the .rar File into the Fluffy manager mod then click the mod checkbox from mod list.
