      You can use Cheat Engine to put the appearance of the Elven cloak on any cloak, if you want help doing that I'd recommend joining the modding discord. Otherwise you can get it by killing a mystic orc, slaughter tribe orc or by gathering all the poems in Minas Ithil to unlock Celebrimbors cape.
