Unfortunately, I deleted game and development tool and do not think I will be able to return to it anytime soon.
I made this mod using a homemade SDK from Modera. Google the query "SDK для 4A Engine своими руками", there you will find the latest current version of the SDK, through which you can make metro mods. There is both an unpacker/packer of bin files into text format and a full-fledged Level Editor.
