1. It's not an AR-70. While heavily influenced by the AR-70, it's a combination of a ton of different Cold War era 5.56 rifles. Listing every rifle it pulls from would take too long. 2. While, yes, it technically couldn't be an M4, it could have been any other carbine based on the AR15 design such as the XM177 or CAR-15. The development of the actual M4 did start in 1984, however, taking 9 years (funnily enough) to reach adoption by the US military.
the reason they are used semi auto is because troops say they "can't handle the gun," in full auto...lightweights. if you are worried about recoil then compensate beforehand
