For those who can not figure out how to merge this mod with the present version of MGSV (November 26), I managed to get this running properly. Extract data1.dat from the MGSV Master folder located in your install directory using the MGSV QAR Tool. In the new data1 folder, move to Assets/tpp/motherbase/script. After downloading and extracting the lua file from here, drop the Mbmcommonsetting of this mod and replace the one existing within Assets/tpp/motherbase/script.. Now that this is done, drag the data1.inf file onto MGSV_QAR_Tool and replace your new shiny data1.dat file back in the master folder of MGSV and all should work fine! (Highly recommend creating backups of Mbmcommonsetting and your data1.dat file)
Don't know much about modding but I edited "Lua File Super Soldiers Splusplus" since it was in the beginning of the file and easy to see and comprehend : p so normal soldiers in the field is best at one rank only(f.e. a soldier is S/S+/S++ at R& and rest is rank E) except for prisoners or quest goal soldiers etc they are still A++ or above at every rank. With this you don't have to manually assign soldiers, it will distribute soldiers evenly among facilities as you get them, couple ranks difference between facilities mostly. This will work with the game versions what the original file worked on.
Bit late on this reply, but put simply, I don't play MGSV any more. I'd have to reinstall the game and look into what changed, which is far more work than I'm willing to do without it being something that I'm actively invested in or getting paid to do.
Hey, is there a way to alter the stats of specific MB members like you did with Snake and Ocelot? The reason I ask is, i want that blonde Zoologist female Intel team member to be a Combat S++ with Climber instead, as I want to use her as my actual player character.
Would this be possible in any way, and if so could you explain how to do it?
this is a long shot but if you search zoologist in the lua file i've provided the skill is assigned to staff type's: 3,42,43,44,45 as well as one unique.
so if the character you are referencing is not the unique there is no way of changing her skill she was randomly assigned the skill and is of staff type 3,42,43,44 or 45.

I can confirm that this works for editing the staff's stats, doesn't seem to work for their skills though, as changing it in the lua file doesn't result to any change in game.
I'm late but you can edit the Skills, however you need to re-extract the character from whatever mission you got him from. You also need to make sure to dismiss that character if they're still on your base before re-extracting. You can also change their language doing so the same thing, but can only choose between English, Russian, Pashto, Kikongo and Afrikaans.
Interestingly, if you don't dismiss the character, they will actually be randomly generated soldiers with the same appearance/skills/language but increased stats. So in theory, you can repeat the missions over and over to get good (at least) A++ rank specialists if you don't want to mod/'cheat'.
And just to clarify some of the variables: isEnmity=true/false seems to control whether they will be put in the Brig or not. moraleEnmity=n probably controls how long they are. missionId=n is what mission they're found in, which can make it a lot easier to find specific soldiers. And one last thing to add. You can change the character names by changing the nameLangMessageId="staff_name_99_149", or even edit the localizations file found in 00.dat/Assets/tpp/pack/ui/lang/lang_default_data_eng.fpk/Assets/tpp/pack/ui/mb_staff_name.eng.lng2 to create your own custom name for the character. i apply this mod and it works... but somehow.. i cannot upgrade some upgrades cuz the upgrades like fulton and solid snake outfit not present... ihave to change data1.dat to its original file.. then the upgrades present.. but then.. the soldiers rank return to their original states... which render them useless... can you fix this.. or probably more... all upgrades are upgradeable since the beginning of the game, and require no prerequisites, and no resources...
