Okay, I'm going to make this a simple as I can... For the SnakeBite Users:
IGNORE THE OUT OF DATE WARNING!!!
The SnakeBite tool is no longer being updated, and as a result it is incapable of recognizing the newer game versions. I only keep it around for those of you who are incapable of figuring out the QAR Tool.
For the QAR Tool Users (Or more accurately, the people who want to figure it out) 1. First, you'll need the QAR Tool. It's not on the Nexus, so here's a link to my modding tools. https://mega.nz/#!WNMBnYiB!Z0_uAoI8I5SRiwl3kdt7MNswgymgPTTIR0GPJPlirY0
2. Extract those wherever you like. 3. Next, navigate to your MGS_TPP directory (an easy way is to right-click on MGSV in Steam, hit "Properties", go to the "Local Files" tab, and hit "Browse Local Files"). Open the "master" folder. This is the games data. 90% of the time, you will be working with the "chunk0.dat" file. This is not one of those times. MAKE SURE THE GAME IS CLOSED BEFORE CONTINUING
WARNING: if you use SnakeBite, it'll say "Game Archive Has Been Modified" after manually installing a mod with QAR Tool. When it opens the setup wizard, just hit the X/close button in the upper right corner to ignore it. Sorry, don't know how to stop this.
4. Go to the "0" folder. You'll be extracting the "00.dat" file. In the base game, this is where the DLC models are kept. In the SnakeBite Version, this is where installed mods are kept. IF YOU ARE USING SNAKEBITE: you will be extracting the 01.dat file instead. Otherwise, the instructions are the same. 5. To extract the 00.dat file, click and drag it onto the "MGSV_QAR_Tool.exe", it'll open a command window, showing the files being extracted. Wait until this window closes. 6. There should now be a "00" folder and a "00.inf" file. To install this mod, find the DLC outfit you want to install, ie. EVA, open her folder, and select the files. Extract them to the 00 folder and overwrite any files it asks for. Repeat for some or all of the outfits, if you wish. 7. Now, to repack the file (Don't forget this, I have and have been very confused why my mod doesn't work.), click and drag the 00.inf file on to the "MGSV_QAR_Tool.exe". A command window will open again, and will repack the file. Once it completes, boot up the game and it should be working.
yea i cant install says it conflicts with TMWSTW and I cant find any way to override this even though i know it wont cause any issues please send help or old dlc .mgsv file AHHH

For example, d8c75b2c66d4.fpk should be renamed Assets\tpp\pack\player\parts\plparts_dlc1_plyf0_def_v00.fpk.
I can confirm the mod works for both Snake and other DD soldiers.
If your DLC outfits are not working its because these files for example below;
3538dd2f4ffd9.fpk and d8c75b2c66d4.fpk stored in 00.dat
(boss outfit)
Im betting that on your system, inside 00.dat, those files exist under different name.
