All mods that modify this files will be incompatible.
If you want to make it compatible with some mod, you have to copy the values of this mod files and paste it into the mod files that you want to make compatible or viceversa. This doesn't mean copy all the content and paste it but search the exact values that are changed in one file and modified it into the other

If I'm not mistaken you can modify the MGSV files by yourself without Snakebite but I don't remember how. The mod contains 3 game files and 1 SnakeBite metadata file, you can extract the files from the mod and overwrite the MGSV files or modify the values by yourself using the values in my files to accomodate it to your files and your preferences.
I'm sorry about that and about the late response but when I used to play the game with this mod I used the snipers all the time and didn't have any crash, maybe another mod is interfering with this mod or viceversa.

Sorry for the very late response but yes, the "Yet another Resource Mod" modify the same values that the "no deploy cost" version of this mod use, so to use it with this mod you have to modify the file yourself.
If you were using the non "no deploy cost" version I don't know why that would generate a conflict, but I don't maintain this mod anymore, so I don't remember what values were modified in the files.
The base file isn't, I made a quick change on the EquipDevelopFlowSetting.lua file and made a beta mod for the integration of that mod. I haven't tested it, but all except the GMP should be removed, there were some values that I didn't knew what did. I think you could use the Jarhad's integration file, you have to unzip the mod and replace the EquipDevelopFlowSetting.lua file, but there are others values that I don't know if it's only the GMP.
Let me know if it works.
Edit 1: I tried it, don't download it, let me fix some errors
Edit 2: You can download it now, the optional file has the entire mod plus the integration with the other mod, it removes the cost from the research and the deployment and I imagine from the Motherbase research too. It doesn't remove the requirement for a specialist.
