This mod adds a custom career start which allows to modify the starting year, cbills, number of mechs, etc.. Starting mechs are then selected randomly from the pool of available variants in the game.

The conflict with PilotOverhaul is fine as long as this mod is loaded first (if using a mod manager make sure it has a lower priority, ie. PilotOverhaul overrides this mod)
