I think I have the same thing. None of the files fit the format that ME3 Tweaks expects, so it doesn't recognize it as a mod. I was looking forward to trying this out but can't install it. I've tried pretty much everything I can think of
You have to manually copy and override a file in the game folders. Than delete another file, which repopulates using the file you just replaced next time you start it up.
The instructions are in the description. You have to sacrifice one weapon type though. I actually picked getting rid of heavy weapons since that combat rebalance mod for ME2 already gets rid of them. So it should be a done deal.
So the mod works perfectly, but the fact that you need to replace one file and delete one file makes it an unfinished mod.
I'm surprised you were able to tear yourself away from eating glue long enough to leave a comment, seeing as though counting to 2 is just too much for you.

I myself wouldn't say unfinished but I'd say unpolished. Having it in the mod manager would make it easier to control and could be 1 mod where you pick which version you want to use.
I'd like it if the mod was more tied into the game, like having to go to a store and pay to learn weapon training for each type, it would make it feel less cheaty and more built-in and make more sense then "going to a enemy ship, picking up a gun and boom gun skill unlocked."
The reason why I don't think there will be is because you have to pick one weapon to give up and mess with another file. I mean it is super easy to do, although this is the only mod outside of the ME3tweaks manager I will use.
