Makes Master Overkill (Level 12 Assault Rifle Talent) work.

This mod is now integrated into LE1 Community Patch 1.6 so you no longer need to install this mod if you have the community patch.
Master Overkill (Level 12 Assault Rifle Talent) doesn't work. This mod fixes it. Bioware changed the talent from:
Master Overkill (ME1)
Firing rifles generates 60% less heat, costs 40% less accuracy.
Duration: 15s.
Recharge Time: 45s.
to
Master Overkill (LE1)
Only available when using assault rifles.
Firing assault rifles generates no heat and does 100% more damage.
Purges weapon heat on use.
Duration: 6s.
Recharge Time: 45s
The problem is that changing the talent to -100% heat generation puts it at 0 in the 2da tables and 0 = disabled
So that's why it doesn't work so I changed it to 0.01 which is 99%. At 99% it doesn't heat up at all so basically 99% = 100%
