I got it working by unzipping the file and manually replacing "mus_gui_menu_looping_quad.wav" in the game directory's "Launcher" folder located in \Mass Effect Legendary Edition\Game\Launcher\Content. I'd make a backup of the original Launcher though in case you ever want to switch back to the MELE version without restoring.
For me with the mod applied, I did not hear anything (even after roughly 10 minutes), I checked the files and compared which music I always hear when starting it normally, for me it needed to replace amb_normandy_looping_quad.wav; Though my Launcher had a bit of a Green Screen between the Bioware Logo and the proper menu (but that could be for any number of reasons, with that number being somewhere between 48 already installed mods and the ca. 190 I plan to install for LE1/Launcher).
EDIT: Scratch that, second start and again no sound, continuing to tinker with it... EDIT2: after about 10 attempts I get it to play always, by editing the line in Game/Launcher/Content/AudioConfig.cfg from vanilla filename=amb_normandy_looping_quad to [BackgroundMusic] filename=mus_gui_menu_looping_quad EDIT3: (final, next will be another post) at least one time clicking on the credits (letting them run a few names) and switching back with escape seems to start the music.
At first I was gonna question the 'unreleased DLC' story, but the youtube video is 13 years old and was posted by the composer himself, so it checks out! Thanks for the mod
