Used two different saves (one mine, one from modding discord) from before talking to Arguing Couple. Checked Normandy war room's Citadel Defense Force asset. It did not have the "Warning civilians..." description. Went back and talked to Arguing Couple. Description appeared. Reloaded from before talking to couple. Talked to Gung-Ho Civilian. "Warning civilians..." description not present on asset.
Edit with more detail: The gung-ho civilian deliberately gives no war points. I say deliberately because there's no asset for them in the game's internal list. The only reward you get from supporting the gung-ho civilian is the +2 reputation boost you get from every argument event. The game has lots of these examples where picking the wrong option in an argument event gives you nothing or even a penalty. The implication seems to be that the civilians either joined the Alliance and died immediately because they had no experience, meaning no war points, or that they read the brochures but got scared and didn't join after all, also resulting in no points.
Thank you for your extensive testing. I also took a look in the files using the Sequence Editor and found further evidence to corroborate your findings. I've updated the Wiki to rectify the mistake now, thanks to you and your mod.
I also noticed on XB1 that the officers arguing over what to focus on (petty crime vs larger concerns), it doesn't matter who you side with. The CDF always reflects that "C-Sec is focusing on smaller crimes and misdemeanors, reducing the organization's effectiveness when dealing with larger threats." I don't know if one of the other fan patches fixes that or not.
That is actually connected to supporting the C-Sec officer arguing with the bartender at Apollo's on the Presidium. Supporting C-Sec means they try to find Cerberus spies by looking through surveillance footage of people eating lunch, wasting their time. If you support the bartender, he points out to the officer that if he really wants to find Cerberus moles, he should look into C-Sec itself and not ordinary people, because the traitors inside C-Sec were key to the coup attempt. The officer concedes the point and agrees to shift his focus to investigating corruption in his own unit instead.

Nice catch. Did you simultaneously remove the bonus from the Gung-Ho Civilian? If not, then we should take into consideration that the total War Score also increases by 5 points.
Your other comment was a little too complicated for me. After discussing it with Loadingue86 it appears that the total maximum War Assets are increased by 5 due to this mod.
