I always thought it was the base's communications system saying that line. Like an automated message from the relay tower's computer. The way it spoke reminded me of some of the Virtual Intelligence interfaces we see (like the one in ExoGeni on Feros)
I saw this before playing 2 for the first time, so I didn't grab it because I had yet to experience what this fixes.
Then I played the Arrival DLC. My crew was fully intact, yet I still remember hearing some unknown voice and thinking, "What? Who's talking to me right now??" Will definitely try this one my next playthrough.
What a delightful mod! Good work! I'm sure I'd use it if I wasn't convinced that - on any given real-world (or hard SF) professional warship - Flight Officers handle flying, and Comms Officers handle comms. I suppose this is what happens when Bioware has already paid an actor to voice a role, and they want to get some mileage out of him. Still, great for consistency. I'd almost rather make Joker the Comms Officer and some new voice actor the Flight Officer just to keep his lines and delivery.
As you say, that is not how the game handles it in any other circumstance. Joker is consistently shown handling communications, regardless of whether that aligns with your real-world expectations. Obviously the great thing about mods is that we can pick and choose which ones to use - but our goal was consistency which we feel this achieves.
A different voice actor was likely used in this instance because Seth Green did not return to record additional lines for Arrival. This DLC can also be completed during the period when the crew have been abducted and no nameless crew should be available to handle the call. Or if the crew are killed during the suicide mission.
Or maybe the in-universe explanation is that Joker communicates directly with a shore party when ship's status needs to be coordinated, and Comms simply manages the tech that facilitates it. (Though a Comms Officer would also handle general PA announcements, boatswain VI, and so on.) It would also break the camaraderie to actually have three full shifts of crew for each full-time position; i.e., there should be three qualified Flight Officers. (Unless one hasn't stopped to consider that Flight, or Sensors, or Comms, or Engineering, or Medical need to have professionals on duty 24 hours a day.) Perhaps you interact most with Joker because he's usually on duty when you're doing stuff in game; he "landed the right shift" for this to be the case. In any case, good work on the mod; I can often recognise when an actor spoke their lines in different sessions for the vanilla game, and you chose and edited yours very well.
Thanks so much, it also confused me when I heard a random pilot and would wonder what they had done with my best pilot. No more, the cavalry has arrived. :)

Joker should absolutely say "Take pictures" as Shep walks in the elevator. Thats all i could imagine lmao
In the main page now you should eliminate the description "Currently for English VO only."
