I am wondering the same thing right now. But I guess it has something to do with quests not showing up if you already have part of it. I.e. if you have already used Augementations when crafting a weapon, a quest on Elaaden that would guide you to do it, will not show up... Which sucks but fine... At least the game progression in my save says 100%
Part of completing the quests had to do with downloading the MEA Fixpack, which fixes broken quests like the Stoner Plot (Herbal Entrepreneurs, Running a Fever).
I also came across a checklist to track quest progress, ticking off the ones I had completed. Of course in my last run through, I forgot to use it and the one quest on Kadara Port where you have to talk to some guy in jail about his girlfriend Cele, and I finished Kadara without completing it, but by the time I noticed it, it was too late.
I somehow lost all of my saves, even though they should've been backed up on the cloud. I downloaded your save to be able to start a New Game+, so thank you!
