Lets the electrical conduit augment behave as advertised w.r.t. projectiles and fire modes. Also lets augmented weapons retain their own damage output instead of a fixed EC one.

Removes the 33% damage penalty for electrical conduit shots.
All other stats are re-arranged, but unchanged. I.e., the anti shield bonus is 50%, and no weakpoint bonus is applied
