Technically, I don't think its a bug. Probably more like an oversight from the developers. The logic being that since its a limited consumable and the effect wears off on shield break, it should be stackable, i.e. if I want massive shields during this combat phase, I could use a bunch of them but risk quickly losing the effects if my shields break, and I will need to go find and purchase more Shield Capacitors later.
Though at the endgame that doesn't matter much when its easy to obtain a large stack of Shield Capacitors. That, and having no activation cooldown, makes it easy to feel broken as heck haha. Certainly an odd design choice, I would say.
All consumables are probably just not very well tested. Like in all games, I hardly use any consumable because I keep saving them for "later", and later never comes. I don't think I'm alone in that, I never woulda even thought to try stacking these. Now I have to get this mod. Thanks, I guess. ;)
