Kinda by chance, been looking a long time for this. Turn out it wasn't in any of the place where it would have made sense to me but in the respec terminal interface or whatever itself (named resepc instead of respec to make the search ever so slightly more annoying).
The project is included in the download, file is game/prefabs/levels/tempest/tem_player_resepc_gui In the objects, the 21 : FloatEntityData contained the cost increase. I just changed the default value here from 500 to 0. Et voilĂ .
