You don't need to use this for DAI textures because DAI doesn't use BC7, which requires the Intel Texture Works plugin. DAI uses DXT1 and DXT5 for most diffuse, and ATI2 for normals. You should be able to open DAI textures in Gimp or whatever it is you're using.
I thought so too, as unlike MEA, you can actually view most of the textures even in thumbnail, but sadly it doesn't, so far the result has been "black" / "blank" in-game no matter what .DDS settings I have tried, so something is off
I did manage to make a bow retexture, but anything UI related has been a bust, so I had hoped this tool could do the trick
I have an ancient Photoshop 7.0, so am unable to use the Intel Texture Works plugin. Thanks so much for this utility; works perfectly. Will also help with some of my Skyrim Special Edition modding!

So yes a tool does exist, it's this one you're looking at.
Converting the DDS to PNG didn't even give them a new name to indicate the texture properties
Also converting them back to DDS then makes them unreadable to my texture editor, when they previously wasn't
