I had the same issue, but recompressing from 7z to zip fixed the issue for me. Extract, then compress to .zip and try that. Earlier comments suggested winrar, but it worked fine with 7zip for me.
This was working fine after compressing it myself during my last playthrough. But after coming back and starting a new game+ it doesn't seem to be working anymore. I've compressed it in several different formats and reapplied in Frosty, restarted the game each attempt... no luck.
That doesn't mean the mod won't work, it just means it was designed for a different version of the game. In fact, many older mods still work fine as of 2023.
Other users have mentioned that Frosty doesn't like using the 7zip file and that extracting and recompressing the contents with WinRAR works. In fact, I've come across several .zip and .7z files that Frosty doesn't like yet extracting and recompressing with WinRAR makes them work. So clearly WinRAR isn't as "garbage" as you claim, nor is 7zip infallible. I've used it for over a decade. Does exactly what it's designed for, which is uncompressing and compressing files.
Is it possible to somehow do it so that you do not need to launch FrostyModManager, but immediately launch it through Steam? Or what is the launch parameter to register it in the properties, launch parameters in Steam?
