   Strange: My game isn't vanilla so MEM told me "Back to vanilla state", I said "NO, I have too many story mods!" and then I supposed to overwrite existing DDS file (which is from ALOT). With ME3 explorer find it and replace, and guess what? it's working No bugs at Citadel mission (party as the end of game)
