IF you are having install issues, It seems as of this posting they updated me3explorer and it breaks a lot of older mods. Unless/until they add a script that fixes the problem, my advice is this post from Ottemis which I will sticky:

The programm told me something ... that it is to old and so on. If I want to install however ... I said YES. It installed the hair. :-D
I went to the TPF Section of the ME3Explorer: I installed the "Finer hair". tpf.
When I start a new game I have the "better" haircuts & finer hair in my character creator. It really very easy to install AND: I have the haircuts from the start. WITH finer hair textures. Looks great!

Any chance you will be able to port these to the LE version, or will give permission to another mod to do so? These tweaks are fantastic and it would be amazing to see them available throughout the trilogy.
for some reason, i happen to be having the opposite issue as a few people here do. these hairs work perfectly up until after the prologue -- then they revert back to their vanilla textures. no matter how many times i open and close the game, it will not click back to where its supposed to be. i believe i've tracked the issue down to this and the expanded galaxy mod, as it always reverts back as soon as it enters the armor select that EGM has. after that, i have not progressed past mars to see if the issue persists. would like to know if anyone else has found a solution or has had the same problem.
Just thought I'd put this here as it relates to two separate points regarding this mod. I'm by no means a master modder for the trilogy, but I just thought I'd share how I got it working as I'm an ALOT user and I found it hard as there was no clear way to install it with its installer. I figured it might help a lot of people in the future!
So, firstly, as cassicappa said, the hairs don't show in the character creator or the first cutscene up until you first get control of Shepard. I am going to see if once I've finished this playthrough and import my run into a NG+ if it changes in the opening cutscenes into the modded version. So, I'll update here when I've done that.
Second, for anyone hoping to use this with ALOT like I did, when you've imported all the required and recommended files from the ALOT installer list, add your own user files (other textures/tpf's). With this mod, I just used the hair tweaks and not the optional finer hair file. So, extract the folder and inside the folder titled 'mods', just drag and drop these files into the main installer. This is all you have to do as this is just what it says it is - simply a mesh mod, and you can install these - to an extent (like I said, not a master modder so I don't know everything and don't know past the ones I've installed myself), after the main ALOT installation. I know this as I have two other mesh mods - Buff Female Shepard and EDI Default Outfit, which installed the same way.
Like I said, I hope this helps for anyone trying to install with ALOT and unsure. Also, thanks to classicappa for their comment about the opening cutscene etc. as this really helped me.
Also, thanks to ELE08 for this amazing mod! I absolutely love it! I always despised the original meshes in the vanilla game, so now instead of the default ponytail, I'm using the 'pulled' one which looks so much better! Thank you and keep up the good work!
[EDIT: Maybe it's just because I'm extra paranoid about these things, but always make sure you back up your vanilla files just in case something does...you know...so keep that in mind. You can never be too sure! Also, this is correct and working as of the date of this post (with the current incarnation of the installer) so I can't say installation with the newer ALOT installer will work in the far far future so keep that in mind, but as of right now, if ALOT says on it's program that you can add your mesh mods, always make sure to read it's documentation just to be sure!]
I tried installing the mod the original way via ME3 explorer without any mods and I seem to be getting the same issue, the game loads the new hair objects only after reloading a save file but they don't appear in the character customization menu sadly.
I feel like I should reupload this mod myself with up to date standards.
Here's hoping this doesn't crash the game with EGM or some other mod like buff Femshep mod does as I really want to preserve the continuity of my character from ME1 and 2.
So I installed this mod by using the a lot installer and was having some trouble initially so I thought I would post this here in case anyone else runs into the same problem. The modded hair was not showing up in the character creator, and didn't appear in the first cutscene either, or the combat after. However, after saving and exiting the game, when I loaded that file, the hair finally appeared as its modded version. I'm not sure why this is but it's how I got it to work and it might be the same for others.
How did you install this with ALOT? I see the optional file for just the finer textures alone is a .tpf so I would assume that works as a drag and drop, but what about the custom meshes in the main file? How will that install with ALOT?
So I was able to port this to the newest version of ME3Explorer (rev 702). Basically, the path was pointing to "\BIOGame" and not "\BIOGame\CookedPCConsole" after the auto-update.
What I did:
Loaded all mods with ModMaker
Answered "Yes" to all the upgrade prompts
Save valid to .mod
Loaded the .mod with a hex editor
Find all instances and replace (minus the quotes):
"Path.GetDirectoryName(Path.GetDirectoryName(ME3Directory.cookedPath));" with "ME3Directory.cookedPath; "
Note the trailing spaces! ME3Explorer checks block sizes, with 4 preceeding bytes before each block. Much easier to just use trailing spaces rather than manualy editing all those values. The meshes then installed successfully.
Thanks, your file worked perfectly. For some reason the hair tweaks do not show on the character creation screen for me, but the tweaks show in game just fine.
Can confirm that this worked perfectly, but for whatever reason the modded version only shows up in-game, and not in the CC. I don't find that to be a big deal at all, though, since I don't really spend much time in the ME3 CC (All of my Sheps are imported)
The other comment thread explained that the reason it doesn't show in CC is because Genesis 2 DLC overwrites the BioP_Char.pcc, just remove DLC_CON_DH1 folder from Mass Effect 3/BIOGame/DLC directory or rename it like xDLC_CON_DH1 so the game won't load it - then put it back for that one time per non-import playthrough you might want to use it.
For whatever reason I couldn't install this mod, even though I tried everything the others posted. But after painstakingly reinstalling the game 3 times and all the mods I figured it out.
The problem was the genesis 2 dlc. I simply deleted the DLC_CON_DH1 folder from BIOGame\DLC and it worked perfectly.
To add to this, any DLC that edits BioP_Char will override the changes that this mod makes. Oddly, not all at once. I'll see the hair at times and then it is gone. This includes Genesis and SP Controller Mod, unfortunately. I wish I had the upk files to test out direct replacements, but... At least we know why it doesn't seem to work for some.
