Description:
This is my layout. In the first place what I wanted was to be able to use the dialogue wheel with the keyboard, I managed this in two ways, you can navigate the wheel as if you where doing it with the mouse or gamepad with the ASDW keys (you need to select an option with E or LMB) or you can use the Numpad to simply select the desired response, as an example, 7 would be the upper left choice. Secondly, I also wanted to be able to skip dialogues without having to worry of going overboard with hitting the space button and select a reply, luckily ArJed had solved this already. So that's the main purpose of this ini tweak.
The rest of the key binds are just how I like to play. Unfortunately if you try to modify the key binds in-game the file resets so I set the file to read-only, thus any changes you want to make have to be done manually, just don't forget to set it to read-only again when you are done.

I'm in the middle of my playthrough, so I may make further changes but all seams to be working fine so far.

Install:
Copy and replace the BIOinput.ini with the one located in %Documents%\BioWare\Mass Effect\Config

Alternatively, I also include a file (changes.ini) with only the dialogue wheel, F8, F9 and Space keys functionality changes. This allows you to:
1) run the game without installing the BIOinput.ini file and set the key binds of your choice
2) exit the game and open the BIOinput.ini file
3) delete all related key references (the whole line) or insert a ; at the start of that line, once deleted or edited all lines (to make this clear, if you want to use the ASDW keys for dialogue, delete ASDW lines from the file)
4) paste the contents of the file, the order doesn't seam to matter nor if there are empty lines, just be careful to paste them before [IniVersion] line. You can choose some keys only, for example, just the Numpad and space key changes.
5) After you are done save and set the BIOinput.ini file to read-only.

Recognition:
I used ArJed's mod (ME1 Gameplay tweaks) as a reference, particularly in how to make the spacebar skip scenes but not select dialogue options , also, the Quickload and HUD options are straight from his mod.
His mod also offers even more options which I myself don't need nor use, it also has several game tweaks, check it if interested.
If you want to revert to the default for some reason, just delete the file, the game creates a new default one if it can't find one.

List of changes:

-----Dialogue:
ASDW: lets you navigate the dialogue options, you need to press E to select them
Numpad: lets you choose the corresponding dialogue choice directly without further input
Space or RMB (Right Mouse Button) and Numpad +: lets you skip dialogue
Space: no longer lets you select a dialogue option
E and Enter: lets you select a dialogue option
Esc and RMB: takes you to the option to end the dialogue or go back to previous options

-----Functionality change and addition
Space: shows the Tactical HUD (command menu) while being held
MMB (Middle Mouse Button): toggles the Tactical HUD
F8: hides or shows the HUD
F9: Quickloads but you have to edit the file to make it work. Search where it says Jane01_Quicksave and replace Jane00 with the name of your Shepard, ex. Jhon01, or Mike00, the 00 and 01 depend on how many chars with the same name you have, if in doubt, go to you save folder and check there.

-----My key binds
W and Thumb Mouse Button: Move forward (usually called Mouse Button 4, I like having one hand free and being able to explore outside of combat)
X and I: Inventory
Z and U: Squad
L and J: Journal
K and O: Codex
Tab and M : Map
CapsLock and < : Toggle run and walk (might seam strange but it's because I have a Spanish keyboard.)
F5: Quick save
R: Zoom level
G: Grenade
Q: Holster weapon and Exit Mako (unchanged)
T and N: Return to Normandy, Mako
MMB and C: Mako zoom

-----Issues: The following appear as un-assigned in the in-game menu but remain unchanged:
E: Interact
RMB: Zoom
Shift: Storm (dash)

Changes in 1.1:
MMB no longer takes you to the exit dialogue option, I restored that functionality to the RMB because it conflicted with the Tactical HUD. I recommend not to change the RMB functionality since it has many associated functions, like putting a flag in the map or panning the camera in tactical ot panning the map. When I changed it to MMB it the map still showed RMB as the shortcut for putting flags which is confusing.
I also inverted space and MMB use of Tactical HUD, this is because you pan the camera with RMB and select actions with LMB (Left Mouse Button), if you have to keep MMB pressed while using the other two mouse buttons it can be quite annoying.
Other minor changes, T for going back to Normandy (as Andromeda) and K instead of N for codex, it conflicted with the going back to the Normandy. MMB for Mako zoom, used to using shift for turbo, kept triggering it by mistake.
