does it have to be a new game to do it on? For some reason it doesn't seem to work well on already saved games. when it did work i spent all my points on already saved points and only got one that I didn't already have.
is it possible to change the unlock costs to be more dynamic? i.e. first unlock -> 500 influence, 2nd -> 1000, 3rd -> 2000 4th -> 4000 and so on? that would be so rad!
It still works on 0.8.029! I still didn't get any points due to not yet achieving small town status. However, I write here because I have an issue, while having a village, I accidentally triggered the "settlement level too low" pop-up and now it's spamming constantly one after the other with 2 seconds cooldown so to say.
Thought I ran into the same problem, but figured out what the hangup was (at least for me). First, your settlement has be a Small Town or larger, which mine wasn't at the time, so I had to upgrade three Burgage plots to level 3. Second, I found that the Development skill tree is a bit wonky, in that sometimes you must first click on a skill that you've already purchased in order for it to register anything. I got a message that I had just purchased the existing skill, but no Influence was spent and I was then able to buy new skills using the mod.

Fix: Restart the game.
