This is the Teutonic Order Coat of Arms, specifically the Grandmaster's IIRC.
Unzip it, place the image in your SaveGames folder, then when starting a new game, press the button to import a CoA.
You can also overwrite a Coat image from an existing save game if you can figure that out. If your computer burns down, I assume no responsibility.
