Yeah unfortunately that's just the way clouds work in Mafia 3/Mafia DE. They are rendered as a set of flat planes on top of each other, and then blurred together by Temporal Antialiasing. Removing TAA also removes the blurring, which makes the planes visible.
I bet they can, but I don't have a mod for it. Also I remember using ScriptHook to change the weather preset to prefect weather. It had no clouds at all, but also no rain/fog.
3Dmigoto allows you to cycle through the game's shaders and edit them on the fly while the game is running (you'll need some reverse engineering and coding skills). If you have some HLSL/GLSL knowledge read d3dx.ini file and you'll understand.

Hello. I just reinstalled the game and the mod and it works perfectly. Make sure you installed everything properly and that you don't have any other conflicting mods.
It doesn't work as well. Also playing at 4k resolution is recommended for better reflections, not AA (because reflections render at half resolution). Supersampling is something you get as a bonus.
Hello, your modd is not working. When I launch the game it opens the 2K luncher which tells me to install the game when I click on "play" and Stream does not sync the cloud.
