Mod is a total waste of effort.  In that era if an American soldier were out in his dress uniform he wouldn't be slobbing around in it.  So umm.. Nice job reducing immersion I guess?

Say that to the other mods btw, lol

(and find that F-35 if you ever the soldiers know how to their job instead of leaving it like in 1975)

I saw your message on Discord about replacing the Service outfit and I believe I found the solution. I haven't done extensive testing but so far it seems to be working.
And it's really easy! I made a tutorial below and put in the basics as well just in case newcomers stumble onto this page as well.

For reference, I am using the Mafia2ToolKit:
    https://github.com/Greavesy1899/Mafia2Toolkit
    https://github.com/Greavesy1899/Mafia2Toolkit/releases

Pre. As always, make backups of the files you will be modding.
    1. With Game Explorer, extract ...\dlcs\cnt_war_hero\sds\player\vitarmy.sds
    2. In Windows Explorer go to the extracted vitarmy.sds folder and delete ALL the files.
    3. Copy over all the contents of your modified vitvov3.sds folder to the vitarmy.sds folder.
    4. In Game Explorer browse to your newly modified vitarmy.sds folder
    5. Open FrameResource_6.fr
    6. Expand <scene>
    7. Click VITOV3
    8. On the right menu expand ActorHash and change the String to VITARMY
    9. You can also change the String of Name as well. (I'm not sure if this change is necessary since ActorHash seems to be the only value that needs changing to work in game.)
    10. File>Save
    11. In Game Explorer right click vitarmy.sds and Pack.
*It goes without saying (which I just did ) to repeat with vitarmy_coat.sds and vitvov3_coat.sds

Thanks for the advice! I'll give it a shot.

EDIT: Awesome news, your method worked perfectly! Now both outfits can be in the game at the same time! Only other thing I'd like to change is the wardrobe model and texture. I tried the same method used for the outfit itself, but it simply skipped over it when it got to the outfit within the wardrobe. If you've got any ideas, feel free to share ;)

I assumed the wardrobe model was just gonna work... Good news is, it didn't take long to figure out.
In the original extracted vitarmy_coat folder delete all the files except FrameNameTable_6.fnt.
Now copy over all the files of vitvov3_coat (except FrameNameTable_6.fnt) and follow all the same steps from 4 onward.

Once again, worked perfectly! Thanks for all the help! I've uploaded the file - Both the wardrobe model and ingame outfit are now changed.

I know you didn't ask for it, but for further customization, you can also change the name of the clothing when you browse through the wardrobe.
Extract ...\Mafia II\pc\sds_en\text\text_default.sds and edit the extracted tables\TextDatabase.dat file.

Next step, is to see if new clothing can be ADDED. Haha.
Ideally, it would be best if you could change colors by pressing up and down like other clothing, but I haven't figured out HOW the game does that. I know one of the .dds files acts as a mask (i.e. the Vegas Outfit) , but where the game gets the color information, I have no clue. Maybe it's a vertex color located in the actual model file?

New clothing would be a wonderful discovery, though I'm sure it'd require lots of file editing. Color variation over one outfit would be a useful thing too, in time I suppose!
