Since I cannot pin replies I am going to copy this here, user Lastbeluga has posted how to transfer saves to the microsoft store
In order to do this, you need both a Ishin save from the gamepass and Steam.
1. Open the data.sav file and the Ishin save file that is around 180/190 KB in https://hexed.it.
2. Scroll down to the bottom of both files. Look at the bottom of the Xbox save file. You should notice that there is a string of hex that says the following "FF 39 02 FC 8F 00 00 00 0A 53 FD 9D FF 00 00 00".
3. Look at the bottom of the data.sav file from Steam. There was a very similar string of hex which in my case was "FF 39 02 FC 21 00 00 00 73 7B BB 7F FF 00 00 00"
4. The major issue here is the bolded hex values. Every xbox save goes "FF 39 02 FC 8F" where as the steam versions go "FF 39 02 FC 21". All you need to do is edit the data.sav to say "FF 39 02 FC 8F". DO NOT CHANGE THE OTHER HEX VALUES.
5. Export the data.sav from hexed.it. That is your new data.sav that you will put into the gamepass save folder.
6. Replace the files as you normally would. Rename data.sav to the same number/letter combo that was 180/190 KB. Rename the .png file to the same letter/number combo as the 400 KB file. Place both into the folder.
Sorry I'm not sure how gamepass stuff works, I'm assuming there's a way to find where their save files are stored, your best bet would to be to ask in the yakuza modding discord, hopefully it works out!
For future people there is a way to do this. In essence there are two files that need to be transferred over a .png file and a data.sav file. The .png file is normally around 400 KB and the data.sav file is around 180-190 KB. The .png file can be transferred over properly but the data.sav file is slightly different between the two games.
In order to do this, you need both a Ishin save from the gamepass and Steam.
1. Open the data.sav file and the Ishin save file that is around 180/190 KB in https://hexed.it.

After that you should be good to go. This worked for me on this file and another 100 percent file on Nexus.
Thank you for the hard work to provide us with all of your previous and current save files of all the RGG games. I hope you will be able to 100% this game soon with the achievements files, as I also have the problems as with the completion/diligence list that bugged and won't update.
Sorry for the super delayed response, nexus never gives me emails when people comment. The game ended up really burning me out going for 100% I may put my own up but hopefully you've seen the other person's 100% save, I will continue making saves for all upcoming rgg games, hopefully non are as much of a pain to 100% like this one lol
Thanks for the mod and all the hard work into making it, but could you tell me which file is for what Chapter just so anyone whos like me can know where to pick it up from. (I forgot to put that i lost all of my save data, so i wanted to use this mod as a way of picking up from where i was last time i play it which was chapter 8)
