Got it to work, just have to make sure you don't have a separate folder for Shin Ryu Mod Manager. The files you extract should all be in the same folder as the exe, not in its own separate folder
When I scrolled through the mods before actually starting to play, I thought "wow, what a weird mod, let's play the game first, cant be that bad".
After I came out of the tutorial dungeon, I immediately went and downloaded this mod. What an absolute banger of a mod, and what an absolute dumb decision of SEGA to artificially slow you down.
