   How can I find this config file. I just download this ConfigShovel. I didn't find this menu.

      Make sure to download the dependencies. It tells you what to download when you press the download button.

   Is this supposed to create a config file? Or is there something I'm missing.

      If you install all of the dependencies then there should be an extra menu in-game with a slider for the damage.

      Thank you! I didn't have the mod requirement. Totally overlooked that. 
      
      Is 3 the vanilla value for Shovel damage?

      No, one is the default; This is a rewrite of the DeathShovel mod with a config. I hope that helps.
