if you are playing with lower text resolution, you could have issues to see the right spot. The balance symbol is visible on one of the pavement plates, on the west side of the Shrine. Just look carefully on the ground. In case you are still struggling, visit the forum wehre you can find some screenshots in the dungeon topic.
