You must really like Carth don't you? Anyway, to tell the truth about his outfit, i think at the beginning of the game he should wear a republic uniform, being a republic soldier (or official, or whatsoever). I mean, being some sort of undervocer on Taris it's ok, but on the Endar Spire not really.
