Given that Xor was actually a human in the Xbox version, which was released before the PC version, it's hard to say if what you said was the intention for Xor's character. Regardless, I dislike the Uncle Tom trope a lot.
"Xor was a Twi'lek male Mandalorian slaver who fought in the Battle of Cathar prior to the Mandalorian Wars, participating in the speciecide of the Cathar people." "Xor had purple skin and eyes and used a blaster rifle during combat. " "In the Xbox version of Knights of the Old Republic, the character is depicted as a Human; however, he is a Twi'lek in the PC version. Some of his comments in-game seem to suggest that he was Human. However, Xor was officially canonized as a Twi'lek in 2008's Knights of the Old Republic Campaign Guide. "

Hopes this helps clear any confusion, it is a fan wiki, but has a source. The 2008 "Knights of the Old Republic Campaign Guide".
Since the PC version came after the xbox version, and Xor has an entirely unique appearance (not just a random twilek one), it is safe to say that this was an intentional and conscious change by the developers.
