The KH2FM Double Plus Mod does what you want, along with a handful of other things.

There isn't any other Anti-form item in the inventory, which is where I was led to search given that your instructions were to look for an item, that's usually where you find items, and I also don't know much about using the save editor. Now that you've actually clarified just a little bit, I can tell that you're actually just referring to the form itself when you say "Anti-form item", not an actual item or piece of equipment. Nothing you said originally conveyed any of that, especially when the save editor itself won't show the form unless you search from specific tabs, which you never specified until now.

Anyway, you're welcome to the other dude if they ever come back and see this thread, got an actual answer.

Just use the Kingdom Save Editor to add the Antiform item and then remove it in-game and the form will be selectable

Well, I can tell you how to use the save editor, but I can't figure out how to add Anti-form to the Drive menu either given the incredibly uninformative and unhelpful instructions provided. Like honestly, why even bother leaving a comment if all you have to say is "just do this lol" in response to someone making a mod request, something they probably wouldn't be doing if they already knew how to accomplish what they're requesting?

Anyway, go to this website and download the save editor, then extract it to wherever you'd like. All you need to do is clickwhere it says KingdomSaveEditor-15.5.zip under Assets in case you're unfamiliar with github: https://github.com/Xeeynamo/KingdomSaveEditor/releases

Once you've done that, you can open the application titled KHSave.SaveEditor, then click File > Open to navigate to your KH2FM save: it should be located under Documents > KINGDOM HEARTS HD 1.5+2.5 ReMIX > Epic Games Store > user id (it's a bunch of numbers and letters) > KHIIFM. From there using the save editor is fairly intuitive, you just select which save file you want to edit and then change whatever you want using the various tabs.

Now, attempting to apply the aforementioned worthless comment, if you go into the Inventory tab and search "Anti" the only item you'll find is the "Antiform Dummy" in the amount of 0, since the item normally only ever exists when you're in Anti-form. Just set it to 1, File > Save, then open up your game and remove the item, right? Well, the item counts as a Keyblade weapon, so the game doesn't just let you throw it away or sell it. Ok, get your save pulled up on the save editor again, remove the item through the save editor while the game is open, File > Save, then that'll remove the item and presto, right? Not quite, that doesn't seem to actually update anything in real time, so the item is still just stuck in your inventory and Anti-form remains unselectable.

Well, now you know how to use the save editor, but not for the reason you want unfortunately. Crazy how you and everybody else who's looked here could already have an answer if people could just be fucking bothered to explain what they know.

I said to add the Antiform item, not the Antiform Dummy weapon...

You add the Antiform item in the equipments, as an armor or accesory then unequip it in-game...

I literally said "remove it in-game" as in remove it from equipment...
