   What program did you use to edit the data tables? From the screenshots, it seems very intuitive.

      This specific tool is the State of Decay 2 asset editor.

      Do you need to extract or convert the game files first in any way before accessing them with this editor? Or does it directly load the .pak files?

      You'd need to extract the paks.
      
      I edited the KH3 bms script to do so:
