Re-enables the use of polearms in the rattay tourney

Assumes you have polearms unleashed or some other mod that assigns polearms to the shield slot:
Polearms Unleashed
otherwise the enemy won't equip their weapon correctly. Plus it will be kind of boring without that mod.
The KCD development team shafted polearms yet again. There was logic and voicelines to use them in the tournament, but did not seem to add them despite them being historically accurate in tournament use. This enables them again.
