Biosyn has lost ownership of the Valley quickly after the events of JWD and now the DFW has bought the land to free the dinosaurs from the small facility they're kept in to save them from the inferno. Unfortunately you don't have too many facilities so you have to work with what you have. (BTW the circle is meant to be the research compound I had to make it so I could put the creatures in there. Also I'm not sure all the creatures were actually evacuated into the facility. I.E Dimetrodon and pyroraptor. So don't hate on me for getting it wrong this is just off my own headcanon.)
