As narwhalgamer11 said, only Troodon and Scorpios were venomous. I figured that since the Dilophosaurus was discovered to be venomous in the Novels when they were observed biting rats and waiting for them to die, that I make them venomous in the game. Also, since they don't use their spit a lot in the game, it would make them more interesting if their bite was venomous too.
It's a really easy mod to make, I just needed to extract a file from Main.ovl, change a single number around in the dinosaur data, and then reinsert the file back into Main.ovl.
Technically the Compys are supposed to be venomous too, at least the PRO MLG COMPYS also known as Procompsognathus in the novel, but if you saw how Dieter died in the Lost World then that should be all the proof you need to see why they'd also be venomous in the film canon too. Dude gets mauled by a group of hungry vengeful Compies and completely loses his way while stumbling further and further away from his group down a creek, all because the venom is affecting his mind and making him delirious. Of which we see how Hammond himself dies in the first novel in an almost similar fashion with the Procompsognathus venom.
!PLEASE READ IF INTERESTED IN THIS MOD! As a bit of a review of this mod, it's really good I'd say and mostly functional for the most part, but there are some glaring issues with it however... First, is that if you have this mod and you have a pack of Dilos hunt and attack a large character that can fight back, if their target happens to kill them then the poison will lock the Dinosaur in a permanent fighting stance as if they were getting jumped still, while they roar at the corpse of the last Dilo they killed in the fight. If this happens be sure to remove the Dilo corpses via transport and it'll automatically take the surviving Dinosaur out of the animation. Second, If you happen to have a Bigger/Adult Dilo mod that just happens to also increase the combat rating of the Dilo with that variant, that mod combined with this one will turn that Dilo into a near unstoppable killing machine that will take out nearly anything, even a fully statted T-rex or Giga. To prevent this or make this occur, do or do not increase the combat rating of the bigger Dilo.
But if you want these issues for the laughs then you certainly are welcome to try them out for yourselves now that you know of them, I just hope they don't ruin your experience with the game at least.

I tried on my database 'c0dinosaurs.fdb' that I had already modified, to change the parameter "Table: SpeciesCombat -> IsVenomous = 1" on the Dilophosaurus, but it does not work. I only changed the parameter "Table: SpeciesCombat -> IsVenomous = 1" in the 'c0dinosaurs.fdb' in the 'Main.ovl'. I needed help making this mod since I didn't know much about coding. I looked at MoreConvenientPaleoBotany to get an idea what the files needed to look like with the help of its creator, Giroettue, to figure out how to make the mod.
With the "https://www.nexusmods.com/jurassicworldevolution2/mods/1416" mod, this new Dilophosaurus works. It has the IsVenomous =1 trait. I'll have to search my c0dinosaurs.fdb database to find out what's preventing the Dilo (normal) or any other dinosaur from working...
... I've found it! It was the "HerbivoreRevamp" mod, which incorporated a database of dinosaur battles and reset the IsVenomous parameters to 0! All I had to do was change the 0 to 1 and it's now OK!
Hey thanks very much for the tip because it's low-key inspired me to learn how to actually mod the game first-hand! I just got python, OVL Tool and SQLite running and just learned how to unpack and edit things. I have that same mod (Herbivore Revamp) and I LOVE IT so I wanted to keep it, and I think I'm currently editing the file you were talking about. I've just run into a bit of a problem - I don't know what dinosaur ID corresponds to what actual dinosaur in the game, I was hoping to experiment a bit with this and maybe make some other dinosaurs venomous too.
So I guess my question is, what line's parameters did you change/which dino ID inside HerbivoreRevamp's Main.ovl/herbivorerevamp.fdb actually turned out to be the Dilophosaurus's data? That'd be a start at least. I can find a lot of modder's resources on how to install the main editing software and how to use blender ect but what's really stumping me is the actual dino ID's because everytime I search I find one dead wiki's blank entry on it, and a bunch of references to the game's fictional in-universe database/promotional material. I'm assuming the numbers don't directly correspond to how the dinosaurs appear alphabetically in the in-game species viewer. Are there any resources/a list somewhere that tells people what the numbers mean?
EDIT: After doing some digging I may have found the list in c0Dinosaurs.fdb\Species\Colums\SpeciesID\Names. If this actually is the legend I'm looking for then hopefully this is what I was thinking of. Guess we'll see in a little while after I do some testing or die trying!
EDIT 2: Success! I've found out for myself that the following species ID are in that file (HerbivoreRevamp's c0Dinosaurs.fdb):
I've changed all these dinosaurs to have venom bites, and testing in sandbox confirms it works! The only thing is the Compsognathus doesn't seem to be able to really able to perform this attack on anything - I remember in the first game they can get stressed and attack each other if their comfort is too low/overcrowding but honestly I'm not sure if they do that in this game.
I turned on venomous bites for Compsognathus for lore reasons since that's how they were portrayed in the original novel. Same for Troodon since the telltale Jurassic Park game's story took what once belonged to the Compys in the novel and gave that role to them. Majungasaurus and Coelophysis were done more or less just....because. Spino and Sucho are a bit of an experiment too and I may revert but it's interesting to give them a combative edge as a natural deterrent to large carnivores. Like the original mod here, Cryolophosaurus was chosen for being the sister species to dilophosaurus. Megalosaurus was chosen as a nod to Spinosaurus being venomous now.
Later I'm curious now to see if I can do a similar process for modded new species like Sinosaurus, since it was also a dilo relative! Oh also I made Indoraptor venomous because it feels fitting for a mutant killer.
