Doesn't work on v1.12 (I've run RyuModManagerGUI and RyuModManager) Edit: I'm a dumbass, I figured out what I did wrong and it works like a charm. Kudos to our lord and saviour Tacore.
If you're using other mods, there's a chance it might conflict with one of them, try using the compatibility version.
Another issue might be the mod load order not being updated properly, if you're using SRMM try double clicking the .exe while holding Left Ctrl, a cmd window should appear, after it goes through all of its checks it should say "Program finished. Press any key to exit..."; In case you need to use the original RMM, you just need to launch RyuModManagerCLI.exe and it'll do the same checks.
Another possible issue could be the mod not extracting correctly, make sure it appears on the mod menu in the manager, if it doesn't you can manually put the mod into the mods folder, the correct path would be ...\mods\JudgeSTM\*mod files*.
I've thought about mod conflict, so I ran the game some times with only this mod, but no results, I've also switched between compatibilty and normal versions, I also knew about the SRMM cmd trick, still no avail, I also checked the mod extraction, the file path goes as you said.

Check if the mod appears in the mod list in the manager itself, it might've extracted incorrectly, if it doesn't you can manually put the mod into the mods folder, the correct path would be ...\mods\JudgeSTM\*mod files*.
If it still doesn't work, you can try deleting "YakuzaParless.mlo" and running the CLI mode (cmd window) again to regenerate the file.
In case any of the methods described above don't work, I'm sorry, I don't know what might be causing the issue.
Checked it myself and asked a couple other people, seems to work just fine. There is however a limitation with Ryu Mod Manager, the most up do date version comes with two .exes: RyuModManager.exe and RyuModManagerGUI.exe. After you add new mods in the GUI version, you have to run RyuModManager.exe additionally. This limitation only applies to Judgment and Lost Judgment. This might be what's causing the mod not to work.
Just a heads-up for people installing this on version 1.1: you might need to run the "RyuModManager.exe" after the "RyuModManagerGUI.exe" to update the config before running the game. Once it works, it loads in 7 to 10 seconds Thanks for the mod
