    According to metadata.lua  You seems to have forgotten about the Images/JA-PHombie.png in zip-archive.

      Press WIN+R
      Write down: %appdata%
      Go to Jagged Alliance 3 folder and create there a new folder called Mods
      All mods should be copied inside that folder.
      Don't forget to activate mods through game menu.
