No idea why there are no instructions, but you should create a path in %appdata%/Jagged Alliance 3/Mods/anyfolder/ and extract the files there, then the mod can be enabled in the main menu. Worked for me at least
Great call on the %appdata% directory. The instructions I saw were to create a Mods folder in the "installation" directory... and obviously that did nothing.
For the non-technically inclined: You're looking for something like "C:\Users\YourName\AppData\Roaming\Jagged Alliance 3", where "YourName" is the name you use to log into the PC. Go there, create a folder named "Mods", and place the unzipped folder inside, like so:
