If anybody's thinking it's way over-bloomy, turn off the in-game bloom, then when you hit Shift+F12, the effect comes on and it looks quite nice actually (although the sky still seems too bright).
My only puzzle is what is the key to call up the ENB control panel - I tried to figure it out and it seems to be SHIFT+Backspace or just Backspace in the .ini, but neither of those works.
Have you tried downloading this ENB from here and does it work? http://enbseries.enbdev.com/forum/viewtopic.php?t=737 It might have to do with your graphics card or setting. I'm using Jade Empire from Steam by the way.

I figured it out. You need to press Shift + F12 to turn it on when you are in the game. You should see the ENB text in the top left corner when you start the game if everything is working properly.
For anyone for whom the color change doesn't show: I suggest changing UsePaletteTexture=true to UsePaletteTexture=1 in enbseries. As for too much bloom effect, I suggest changing BloomMaxLimit=100 to 80 or lower (you may also try changing BloomAllowOversaturation=1 to 0). It worked for me at least.
this is hella old but that wasnt the mods fault. Jade empire has to be started up through the launcher when you make changes to files, not through steam

I'm just gonna leave the game how it is. It's fine without mods anyway.
