I have mostly moved on from modding this game, reasons are multiple, mostly being busy with other stuff, the sequel entering early access soon, etc.
As such, unless an unexpected update breaks my mods it is highly unlikely that I will ever update them again. Consider the current version as the definitive one.

If you are interested in making your own mods, I recommend heading to the game's Discord server, where plenty of resources and guides are available. Along with people able to help and guide you (if asked nicely).
Would a Stalker Overhaul compatible version be possible, or is that not a consideration at the moment? I love the look of this mod, and would be ecstatic to try it out there.
It's honestly such a shame that the old storm and weather effects of 1.X were dropped during the transition to 2.0. Keep up the great work, my friend!

The issue will be the enemy view range, I had to edit the enemy stats file to make it roughly match with the new fog. Maybe you could try STALKER Overhaul with enemy perceptions set to the lowest in the difficulty options but I cannot guarantee it will be balanced.
I just went ahead and made a patch cause frankly its something I wanna try lol. I havent tested it too much yet so you may find you want to reduce enemy perception in the difficulty options. That said from my 5 minute test it seemed to work perfectly on the Stalker Normal preset.
