i can't thank you enough for this mod. for yrs i was looking for a mod to disable that stupid cam movement but all i found was kind of a tool where u can change the positions via a ingame gui. it helped a bit but never was what i wished for. now after another year or so i started up the game again, looked up the nexus page hoping for something cool and there it is... much appreciated!
PG1, its happening because mods for HZD are separated into two main types: mods which changing game files directly (so called patch files, e.g. .bin or .core files) and mods which work through Dynamic link library (DLL) files (e.g. Gameplay Tweaks and Cheat Menu). I'm not talking about reshedes, because thats completely separate kind of mods.
So, since most of the popular mods (outfits, faces, retextures and other gameplay changes) are belong to first type, they are dependent on game files structure (which was pretty much changed in HZDR), thats why old HZD mods became not compatible. And if we are talking about making them compatible, well thats mainly depends on successes of software reverse engineering enthusiasts, such as mr. ShadelessFox and his team.
At the same time, other types of mods (e.g. Gameplay Tweaks and Cheat Menu or reshedes) are less dependent on game files structure and were adopted to new game version (HZDR) more faster.

This was just what I was wanting since the game released.
Could you do a combination of close camera (exploration) and far aiming?
Could be the same config for both. Do not change camera when aiming.
