If you haven't set up your game for modding, normally we'd recommend using either Mod Installer or these two links (here) (and here) to do so, but I just checked the links and the Mod Installer's forum posts and it seems like none of the files you'd need to download are currently available. Not sure what's going on there.
If you're using Windows, though, I uploaded a copy of the Modding API here. Downloading that and following the instructions here should be enough to get things working for you.
