Most of the hairstyles in the game look ugly with this head imo, but I've found that https://www.nexusmods.com/hogwartslegacy/mods/1060?tab=description pairs quite well with it
the game tends to autoload your autosaves. so it could be loading one of those also it does not have to be HL-00-12 just whatever save file was last used. To make things easier remove all but the save file you're editing, and leave these alone.
Then boot and manually load the save that takes you in game.
