Mod is outdated, I don't have the game installed and don't plan to play it for some time so I can't update it unless someone provides a clean PhoenixShipData.sqlite, but I won't be able to test if it works correctly so in case I doid I hope someone can test it.

If you want to remake this mod first check this guide "Original clean PhoenixShipData.sqlite (with editing guide)" mod page (or other mod pages or tutorial videos, this one was the one I used) to understand better how to doid (it is really simple, I am not an programer or anything alike but creating mods like this one is really easy).

After you have what is needed then open and edit PhoenixShipData.sqlite file:
Go to MissionDefinition, click on "Data" tab (next to "Structure" tab) and edit "MissonLevel" values to 0 or what ever you want (and as bonus you can add the original level as suggested level as I did if you want to in the next column)

The easiest way is to double click "MissionLevel" tab to sort them from lower to higher and then double click it again to sort them from higher to lower so you will see the missions that have level requeriments first. What I did was copy the ones that have values over 1 and pasted them as suggested level to keep a track of what was the original level if needed (this step isn't really needed, just a nice option I added), then you change the values at "MissionLevel" to 0 (since we start at level 1 isn't really needed to change the missions that has level 1 as requeriment)

This mod looks good but the only quest that I want to start is The Caretaker's Lunar Lament for the demiguise moons. I want to start looking for them as soon as I meet Moon.
If anyone could make a mod to remove the requirement (starts after 1st trial) that would be amazing

I can't do the last mission. It says I need to be level 34 to do the last quest.

This mod will skip the last level. The last mission has a level 34 requirement, used this mod and when i went to start the mission i got the achievement for completing it and got the end cutscenes.

Thanks for the info, I will edit it to leave the requeriment for that mission at level 34 (will make one that put that mission at lvl 1 too, maybe because the requeriment was changed to level 0 bugged the game, I used that number because if I put level 1 as requeriment then I can't put the original level as suggested).

Since you ended the game with this mod did you founded any other problem with it? Or something else that should be changed aside the problem with the last level.

Edit: from what I searched the "last mission" is just a cutscene, not a real quest even if it ask for level 34, could be wrong thou, need some else to confirm this.

Sorry about that! I just confirmed with a friend that the last main quest is just a cutscene on who won the house cup. Sorry!!! I thought there would be more to it.

And the mod worked as expected though I only used it for the main quest "The House Cup" since i was really underleveled.

Any way to remove the spell requirement too? There are mods that give you the spells from the start, it would be nice not having to do all of the boring lessons when doing a playthrough.

Yes actually I did that mod but haven't played the game yet to test it (and many mods I have done), today I plan to finally play the game to advance and test them just a little (and to be able to get pic's that it works). I will upload it today in an hour or two.

Edit: the mod I did only changes the requeriment for traits I belive because it says Talent_Spell_Accio spell requeriment is 5 and I got the spell at level 1 and working as intended, so yea most likely is a trait/talent (haven't unlocked triats/talents yet so I don't know how they work and if they indeed have a level requeriment). If a spell needs the mission to be done first then I may need to change other things, but from what I saw it may be over my capabilities.

Try installing other mods that affects PhoenixShipData.sqlite file and see if those works (remember that you have to extract the .pak file that is inside the zip, if you place the zip file with out extracting the .pak file at the mods folder that doesn't do anything).

You can also try changing the name of the .pak file to end with _P.pak (some people say that some paks only load if it ends with _P.pak)

Also try to placing the .pak file at \Hogwarts Legacy\Phoenix\Content\Paks folder or change the name of "~mods" folder to "mods" folder (removing the ~, you can create a separe "mods" folder if you want to keep "~mods" folder one, I have both folders for different mods just in case).

If nothing of that works then I am not sure what is happening, for me is working as intended.

You could edit you own PhoenixShipData.sqlite file if you want if nothing of that worked. For it you need to change MissionDefinition table, and change "MissionLevel" values to 0 for every missions with values over 0 (there are some guides here how to edit that file and the software needed for it, it is pretty easy).

ohh i think i might know why. does this mod need the merger?

You only need the merger if you are using other mods that edit PhoenixShipData.sqlite too and you want them to work with this mod. To know if you are using other mods that edit that file you can use mod merger adding them in the program, if any of them are added to mod merger successfully then it does need to be merged with this one to make them both work (you can see what they moddify), if they don't need to be merged the program will tell you they can't be added/used after you try to add them (for example most visuals/skins mods).

I installed as instructed, game would try to launch but couldn't.
I uninstalled as instructed, now game won't load and will display an error message : "failed to open descriptor file ../../../Phoenix/Phoenix.uproject

Sorry but I can't replicate your problem.

After googling it I read is a problem with the "high sea" version of the game (missing original files or something, not sure). If you have the legal game I don't know what could be since I have tested the mod for some time and haven't found a problem yet.

I'm struggling so much to do my first playthrough with this mod and some scalling lvl mobs mod but i'm really afraid i would be stuck later because some bug or else and because of that, need to restart a new game

But if it work properly without issue, it would be one of the best mod for this game.

I am in the same, started the game, just explored a little in the castle and I felt I overleveled at lvl 5 when the first mission asked for lvl 2, so I restarted and tunned it so I can explore freely with out overleveling but didn't liked that the game asked me to level up for a main mission.

I will test it from time to time as I keep playing removing this or any other mod after starting a mission that I should not at my level, but most likely will not allow us to continue mission until the required level is reached if this mod is removed, other than that it should not break anything since a lot of missions has level 0 as level "requeriment" too, I could be wrong thou.

If you get stuck because enemies are too strong you can always reverse back mods that change mobs difficulty (remove/add or even edit mods to tune them at your desire) or lower difficulty (I heard there was one mission super hard at some point that has made some people lower they difficulty from hard to normal or even easy), and of course level up/get better gear if needed/possible.
