That's not possible; hairs don't work like that. You must have another mod that replaces the same hair, or you have something that has the same pakchunk number (unlikely). Also, the hair slot extender mod breaks most hairs as well.
You took EVERYTHING else out? Not just hair mods, right? But literally everything? Double check that it's in the right folder, etc. Hairs only replace skeletons; they don't modify the SQL at all so it's just not possible that it's not conflicting with some other mods. Also, I know this sounds silly, but it's happened to me before--look at ALL the hairs, because sometimes the ones in Character Editor pop up a bit differently than the ones in the Character Creation screen. That's really all I can tell ya...
yes I removed all the mods and just tested the hair mod and it doesn't work, I looked at all the hairstyles and it's not there , I have no problem with the new haircuts you posted today, they work for me
