Not quite. You need to install this Mod (and update it regulary, when the number in the title changes for a new location) and whatever Mods you want to get starting from Chongqing Newimagined. You don't have to get all of them, so you for example could get Chongqing, Berlin, skip Ambrose Island and get Mendoza again.
In Short, you need to get REi Depends (this Mod) and whatever locations you want released afterwards. Hope I cleared it up.
