I am not sure what dynamic resources is. Its no longer linked in the forum, I tried searching for it to no avail. Unfortunately on my previous attempt to install this mod, the forums were undergoing some major changes which left me unable to properly double check things. If you could provide that information, I would appreciate it.

Basically, there's a REPO file which contains weapon stats, starting locations, item info, and more. For reasons unknown to me, the game fetches this data from IOI's servers, even though it's exactly the same as the REPO file on our PCs.
Since by default, the game fetches this info from IOI, changes I make to the REPO file will be overwritten. For game modes like Freelancer which require an online connection, I have to disable that automatic downloading so the game will use my modded REPO file. Without that change to the REPO file, I wouldn't be able to make certain changes to the weapons.
As soon as one mod disables the download of the REPO file, it affects all mods. If you had other mods modifying the REPO file (such as starting location mods, custom weapon mods, etc.), and for some reason you only wanted those active when offline, you would not want to also have this mod installed.
Hope that made sense. I don't think it's generally something people need to worry about, but there may be rare cases where someone wants an "only works offline" mod to actually only work offline.
I reported this as a bug to IOI, saying that it wasn't golden and that the golden kriegermeister and el matador is more golden than the sand tan camo one.
